of those states, three of the biggest with the biggest problems. number one, of course, california. we want to credit 247 wall stet just naming california and the worst run state in all of the country. for a second ye row. way to go. one of the reasons is the unemployment rate, a pretty impressive. 11%. the second highest rate in the country. 2006 and last year. more than a third. and 16 percent of the population in california, 16 percent of the population lives below the poverty line in the golden state. that's not all. forbes magazine, one of the worst spiral states. forbes came up with that great nomenclature. the death spiral state. named 11 of them. california right at the top. for every 100 private sector workers in california, for every hundred working in the private sector california has only 139 people dependent upon it for their employment, welfare in some fashion. so how are they doing hat in california? obviously they're not. stay voters just passed a ballot initiative that will raise sales tax and income tax for people who make at least $250,000 per year. don't worry about it.

and down the west coast are keeping a close eye on a triple threat of storms. northern california is getting drenched this morning. and forecasters say even worse weather is yet to come. carter evans is in soggy sacramento. good morning. >> reporter: good morning. right now much of northern california is under a flood warning. this is the second of three major storms to hit the area. and already overnight here in sacramento, we've seen up to 2 1/2" of rainfall. this is the storm northern california has been bracing for. forecasters say this downpour has the potential for widespread damage. >> friday is going to be bad. sunday is going to be even worse. >> reporter: here is why californians are worried. it's not a single storm but a one, two, three punch. increasing the danger for atmospheric river that can stretch for thousands of miles. in this case, the river is feeding additional rainfall to the storms, making them even stronger as they hit the coast. when all is said and done parts of california could get up to 15" of rain. >> how much water are we actually talking about? >> i

, the military used cargo jets to fly power trucks and crews from california to try to help new york clean up sandy. 69 vehicles from southern california were flown in from the west coast. they also sent generators and water pumps to help with clean-ups. the navy will be on stand by in case the state government asks for them help. and now, picking up the pieces from sandy. staten island is a 60 square mile portion of new york city and it suffered some of the worst devastation from the storm. 19 of the city's deaths happened on staten island and today, i toured some of the hardest hit areas and spoke with residents just beginning to pick up the piecing of their shattered lives. this is quincy avenue and you still can't get close to house number 845. that's where barbara and her son, christopher, barely survived the storm. >> we stayed 11 hour onss on the roof. we kept yelling help to everyone we see. nobody was coming. nobody. >> their neighborhood, destroyed. the water rose feet in just minutes. they escaped with their lives, but suffered unimaginable loss. >> we were told the next day, looki

can be when i filled out my california ballot, right here on the show with the former california governor gray davis, because i couldn't do it myself. in washington state, initiative measure number 502, to legalize marijuana possession, up to an ounce, for people over the age of 21, was on the ballot. 1,549,928 voted yes for legal e legalizing marijuana in washington state and instantly changed some lives in the process. the measure won 55% of the vote, and days after the election, washington state prosecutors in two counties immediately began rewriting the charges against people who have been arrested for marijuana possession. they now intend to charge them with nothing. prosecutors are now taking action to dismiss charges in all of these simple marijuana possession cases in their jurisdictions. king county prosecutor dan sauterberg will apply the law retroactively to those defendants react arrested before election day. although the effective date is not until december 6, there is no point continuing to seek criminal penalties for conduct that will be legal next month. about 40

me take you into it. this morning, by far the worst weather all through california. i just read something that at some of the highest elevations in the mountains in california could get up to 100 inches of snow. 100 inches of snow over the next three to four days. crazy. it's raining hard this morning in san francisco to sacramento. san francisco, it's going to be a rainy three days. another big storm coming in saturday afternoon, saturday night. it's going to rain through sunday. you get a break monday, then another storm on tuesday. we have a lot of flooding concerns in the rivers in california in the days ahead. let me take you through the forecast as we go at it. this huge storm in the west, it's not going to move across the country. it's just going to stall out. if you're anywhere from denver to the east coast, don't expect a lot of wet weather this weekend. it should mostly be dry. and notice the temperatures. they're warming up in the middle of the country, and that will head east as we go throughout the weekend. so your friday forecast, really no airport concerns out the
